This is because out of the 52 cards, 4 of them are kings. 4/52 are kings, giving you a 4/52 percent chance of pulling a ling card. Because you pull 4 cards out of the deck with none of them being kings, the amount of king cards, 4, doesn't change, but the number of cards you can pull from decreases.
