In order to find the surface area of a cone we can use the next formula


SA=\pi r\mleft(r+l\mright)

where r is the radius and l is the slant height

In our case

r=4 units

l=10 units

pi=3.14


SA=(3.14)(4)(4+10)=175.8\text{ in}^2

The surface area of the cone rounded to the nearest tenth is 175.8 in^2, therefore the correct choice is D.
