In a Stem and Leaf plot we need to fuse the numbers on the Stem to the Leaf in a way that the Stem represents the Tens and the Leafs represent the Ones. So in this case we have the following number of stickers earned by the students:

15,\text{ 17, 19, 19, 21, 26, 27, 27, 28, 32, 34, 34, 38, 39, 40, 42, 46, 47, 62, 63}

We need to determine how many students earned more than 35 stickers and less than 25. The numbers are already organized from the smallest to the greatest, so we need to count how many are smaller than 25, which in this case are the numbers from 15 to 21:

\text{less than 25 = 5}

And then we need to calculate how many numbers are greater than 35, which are the numbers from 38 to 63:

\text{more than 35 = 8}

So there ware 5 students with less than 25 stickers and 8 students with more than 35.
