The point-slop form of the line equation is


y-b=m(x-a)

In this case m=1/2, a=4 and b=-2.


\begin{gathered} y-(-2)=(1)/(2)(x-4) \\ y+2=(1)/(2)x-2 \\ y=(1)/(2)x-4 \end{gathered}

You can also writ the equation in the next form


x-2y-4=0
