The question is unclear, suppose that after the -2x^3 there is a plus then

-2x^3 + 4x^2 +x-3 = (-2x^2+8x-15)(x+2)+27

but 27 is not laster among the possible answers.

If there is a minus after the -2x^3 then

-2x^3 + 4x^2 +x-3 = (1-2x^2)(x+2)-5

But -5 is not lister either.
