Answer: -2x+y=3 is going up while 4x+2y=2 is going down

Explanation:

Technically going "up" or "down" is a horribly generalized term for what it looks like but it's the only way to describe it. If you put both equations in slope-intercept form:

-2x+y=3

y=2x+3

4x+2y=2

2y=-4x+2

y=-2x+1

You can see that the second equation has a negative slope meaning it will be going down, while the first equation has a positive slope. (The slope would be the m in y=mx+b)
