Given two points,

(x1, y1) = (-1, 3)

(x2, y2) = (3,3)

Let m be the slope of the line. Then the slope can be calculated as,

m=(y2-y1)/(x2-x1)=(3-3)/(3+1)=0

Thus the slope is 0.
