Answer:

Thomas Jefferson was known to have a strict interpretation, or a literal definition without consideration of the context, of the U.S. Constitution. The Constitution did not explicitly mention buying land, so he believed that buying the Louisiana territory from France would be unauthorised. But he understood the danger posed if France controlled the Mississippi River, so he bought the territory anyways.
