The transformation rule is:

(x,y)\rightarrow(x+4,y+6)

For P(-2,3), P' will be:

\begin{gathered} (-2+4,3+6) \\ P^(\prime)=(2,9) \end{gathered}

For Q(1,2), Q' will be:

\begin{gathered} (1+4,2+6) \\ Q^(\prime)=(5,8) \end{gathered}

For R(3,-1), R' will be:

\begin{gathered} (3+4,-1+6) \\ R^(\prime)=(7,5) \end{gathered}

So the image of the triangle will look thus:
