we have the function

f(x)=-(x+3)^2+1/4

this is a vertical parabola open downward

the vertex is a maximum

the vertex is the point (-3, 1/4)

Let

g(x) -----> the parent function

we have that

g(x)=-x^2

this is a vertical parabola open downward

the vertex is a maximum

the vertex is the point (0,0)

The transformation of g(x) to f(x) is equal to

(0,0) ------> (-3, 1/4)

The rule is

(x,y) ------> (x-3, y+1/4)

the translation is 3 units at left and 1/4 units up
