False , a graph can shift both vertically and horizontally.

Vertical shift -

If a given function is f(x) , then g(x) = f(x) + k is a new function , where k is a constant.

So , for the vertical shift if k is positive the graph will shift up and if k is negative the graph will shift down.

Horizntal shift -

If a given function is f , then g(x) = f(x-h) is a new function where h is a constant.

So, for the horizontal shift ih h is positive the graph will shift right and if h is negative the graph will shift left.

Thus, a graph can shift both vertically and horizontally.

The answer is false.
