In order to write a number in scientific notation, the first digit is taken, and this must be between 1 and 9 (that is, just one digit), and the rest are placed behind a decimal.
Next the number is multiplied by 10 raised to the power of the number of digits after the decimal. This is shown below;
The number 4.7895100 is rounded off by taking the digit after the number 8 (the second number after the decimal) and adding it as 1 to the number just before it. If the number were less than 5 (insignificant number) then it wont be added to the number before it, but instead would be taken as 0. Therefore, the number is rounded off to 4.79 and all other digits after that would become zero. What you would have therefore is, 4.7900000. Note that zeros after the decimal are of no value.
