Let's first find the slope of the line, the slope will be

(11+12)/(5-0)=(23)/(5)

then since the line passes throught (0,-12) the the line equation in slope-point form is

y+12=(23)/(5)x

multiplying both sides by 5, we obtain

5y+60=23x

now we pass the 5y to the right side , obtaining the final answer:

23x-5y=60
