After a rotation of 90º counterclockwise, a point P(x, y) is transformed to P'(-y, x).

Thus, after the rotation, the given points will become:

Q(-9, 8) → Q'(-8, -9)

R(8, 0) → R'(0, 8)

S(-10, 0) → S'(0, -10)
