The number of pencils in the pack of Brand A=28.

The cost price of Brand A pack = $4.19.

The unit price of Brand A can be determined as,

\begin{gathered} UP_A=(4.19)/(28)*100\text{ cents} \\ =14.9\text{ cents} \\ =15\text{ cents} \end{gathered}

Thus, the unit price of Brand A is 15 cents

The number of pencils in the pack of Brand B=72

The cost price of Brand B pack = $9.12.

The unit price of Brand B can be determined as,

\begin{gathered} UP_B=(9.12)/(72)*100\text{ cents} \\ =12.6\text{ cents} \\ =13\text{ cents} \end{gathered}

Thus, the unit price of Brand B is 13 cents.

As, the unit price of Brand B is cheaper hence it is a better buy.
