The condition 'less than 8' is satisfied if the spinner lands on 1,2,3,...,6,7; therefore, 7 sections out of 20 correspond to a successful outcome.

Since the probability of landing on any region is the same as landing on any other region,


P(X<8)=(7)/(20)=0.35=35\%

Therefore, the answer is 35%
