Let x be the price of the uniforms, we know that we need 20 uniforms and that we need to pay $500 in fees, this means that the cost is:

20x+500

since we have up to 850 we have the inequality:

20x+500\leq850

solving for x we have:

\begin{gathered} 20x+500\leq850 \\ 20x\leq850-500 \\ 20x\leq350 \\ x\leq(350)/(20) \\ x\leq17.5 \end{gathered}

Therefore they can spend up to $17.5 for each uniform.
