a) To find Bolt's time was how much % faster than Hines'.

The Formula is,


\frac{\text{Change in value}}{\text{Original value}}*100

Therefore, Change in value is, 9.95-9.63=0.32

Hence,


(0.32)/(9.95)*100=3.216

Hence, the answer is 3.22% approximately.

b) To find Hines' time was how much % slower than Bolt's.

Therefore, Change in value is, 9.95-9.63=0.32

Hence,


(0.32)/(9.63)*100=3.3229

Hence, the answer is 3.323% approximately.

b) To find Hines' time was how much % of Bolt's.

Here, Hine's time is 9.95 seconds

Hence,


(9.95)/(9.63)*100=103.323

Hence, the answer is 103.323% approximately.
