We have the following equation:

(1)/(10)b=70

where b represents the number of books in the library.

If we multiply by 10 both sides of the equation, we get

\begin{gathered} 10((1)/(10)b)=10*70 \\ (10)/(10)b=700 \end{gathered}

This multiplication by 10 in both sides doesnt change the truth value of our equation.

Now, since 10 divided by 10 is 1, we get

b=700

Therefore, there are 700 books in the library.
