Lets draw our triangle:

Lets use the "Law of Sines" to find our side r:

(p)/(\sin P)=(r)/(\sin R)\rightarrow(9)/((1)/(3))=(r)/((2)/(3))\rightarrow9*(3)/(1)*(2)/(3)=r\rightarrow r=18

So r=18
