The latter option is correct: "it ca identify future problems and current help". A low resting heart rate, usually means a heart with high efficiency to perform its duty. So it could be a proxy of good health. On the contrary a high resting heart rate, implies a stressed organ which even in repose works a lot. That might be a proxy of bad health, which would require medical attention.
