AOC and BOC are not complementary angles

EOD and DOC are adjacent angles.

So,

So, the sum of the angles are 180

(3x + 7) + ( 9x + 17 ) = 180

Solve for x

3x + 7 + 9x + 17 = 180

12x + 24 = 180

12 x = 156

divide both sides by 12
