Twice means taht we have to multiply by 2.

The difference means a subtraction between 2 numbers; in this case the difference of -4 and x is:

-4-x

twice that difference is = 2(-4-x)

Greater than is represented with the symbol > , always pointing to the greater number.

The reciprocal of a number is 1 divided by that number.

Reciprocal of -2= -1/2

So, the final expression is:

2(-4-x) > -1/2
