Since the time 't' and height 'h' are always non-negative, the curve should be confined to the first quadrant only.

It is observed that the curve reaches a maximum of y=20 at x=1.

Since the graph is a height vs time curve, it can be concluded that maximum height that the diver reached is 20 feet.

Thus, the second option is the correct choice.
