The electromagnetic force between the protons cause the repulsion between the like protons in the nucleus but the strong nuclear force help to keep the protons inside the nucleus.

As the nucleus is stable and consists of the protons and neutrons inside the nucleus even there is repulsion between the protons.

Thus, the electromagnetic force is weaker than the strong nuclear force.
