Let one number be m and other number be n.

It is given that the sum of two numbers is negative nineteen.

Then the equation is determined as

m+n=-19

And one number is three less than the other.

m=n-3

Then substitute the value in the equation,

n-3+n=-19

2n=-19+3\Rightarrow n=-(16)/(2)

n=-8

Then the value of n is -8 and the value of m is

m=-8-3=-11

Hence the value of n is -8 and m is -11.
