y-y_1=m\cdot(x_{}-x_1)

now, replacing

x1 = 2

y1 = -8

m =- 4


\begin{gathered} y-(-8)=-4\cdot(x-2) \\ y+8=-4(x-2) \end{gathered}

Therefore, the answer is the option B
