-5 and -6

Explanation:

3x - 4 ≤ -18

add 4 to each side:

3x ≤ -14

divide each side by 3:

x ≤ -14/3 or x ≤ -4 2/3

Possible Solutions:

-6, -5, -4, -3, -2, -1

Only solutions which are less than -4 2/3 are: -5 and -6
