The ROC or slope of a linear function is given by the expression:

m=(y_2-y_1)/(x_2-x_1)

For function 1:

m_1=(4-0)/(9-2)=(4)/(7)

For function 2:

m_2=(4-0)/(4-(-3))=(4)/(7)

By this, we can say that they have the same rate of change (ROC)
