The given expression is

2(1-3y)-13x

The value of x is 4

The value of y is -9

Substitute x by 4 and y by -9 in the expression above

2(1-3\lbrack-9\rbrack)-13(4)

We will multiply -3 by -9 first

2(1+29)-13(4)

Multiply -13 by 4

2(1+29)-52

Add 1 and 29, then multiply the answer by 2

\begin{gathered} 2(30)-52= \\ 60-52 \end{gathered}

Subtract 52 from 60

60-52=8

The value of the expression is 8
