M=(-1,-3)

1) We can find the location of the Midpoint of that segment, by using a formula. So let's plug into that formula, the endpoints C (1,-7) and (-3,1):

\begin{gathered} M=((x_1+x_2)/(2),\frac{y_1_{}+y_2}{2}) \\ M=((1+(-3))/(2),(-7+1)/(2)) \\ M=((-2)/(2),(-6)/(2)) \\ M=(-1,-3) \end{gathered}

Note that the midpoint is the average of the coordinates of those endpoints.

2) Thus the answer is:

M=(-1,-3)
