So the function is:

f(x)=5x^2-2

and f(-3) will be replacing the x = -3 in the original function:

f(-3)=5(-3)^2-2

and now we can solve the operations:

\begin{gathered} f(-3)=5\cdot9-2 \\ f(-3)=45-2 \\ f(-3)=43 \end{gathered}
