Recall,

Impulse = change in momentum

Impulse = force x time

A large force would cause a large change in momentum when the time in which it is acting is short. An example could be apply the brake of a car. If it is applied slowly, it takes longer time for the car to change momentum. When it is applied very fast, this means that the force is increased and the car changes momentum immediately
