Answer:

Yes. Some people from Oklahoma City started to panic when the tornado hit. And instead of looking for shelter they decided to run and so then a lot of people were stuck in traffic. If the tornado hit the highway where are the traffic was, which luckily was not, but the people there would've been taken by the tornado and cars do not protect you from the tornado that much.
