To point C, we have to use the following formulas

\begin{gathered} x=(a)/(a+b)(x_2-x_1)+x_1 \\ y=(a)/(a+b)(y_2-y_1)+y_1 \end{gathered}

Where a = 1 and b = 3.

\begin{gathered} x=(1)/(1+3)(12-(-9))-9=(1)/(4)(12+9)-9=(1)/(4)(21)-9=5.25-9 \\ x=-3.75 \end{gathered}
y=(1)/(1+3)(8-2)+2=(1)/(4)(6)+2=1.5+2=3.5

Hence, point C is (-3.75, 3.5).
