Based on the given information, if x is the number of additional ounces, you can write the following inequality:

0.34+0.25x\leq5.46

to determine the number of additional ounces, solve the previous inequality for x, as follow:

\begin{gathered} 0.25x\leq5.46-0.34 \\ 0.25x\leq5.12 \\ x\leq(5.12)/(0.25) \\ x\leq20.48 \end{gathered}

then, you can conclude that the maximum number of additional ounces are 20 (by considering whole ouces only).

Hence, by taking into account the first ounce, you have that the maximum number of ounces is 21.
