b)the base is the same,so the expontes are equal


\begin{gathered} 2^(3)=2^((x+4)) \\ 3=x+4 \end{gathered}

c) finally, to isolate x subtract 4 in both sides


\begin{gathered} 3=x+4 \\ 3-4=x+4-4 \\ -1=x \end{gathered}

therefore, the answer is
