How do I know which region to shade for this inequality

You look at the sign between y and 2x

Explanation:

To find which way to shade, look at your symbol. The symbol you have is a less than or equal to, you shade to the left. Because it has the line underneath, you have a closed circle. (This is for line plots so I don't know if this completely helps)
