We have to calculate the final price of the shirt.

We have to apply the 20% discount to the list price, that is $60.

We can do it as:

\begin{gathered} P=60-0.2\cdot60 \\ P=(1-0.2)\cdot60 \\ P=0.8\cdot60 \\ P=48 \end{gathered}

Answer: the shirt will cost $48 before tax.
