The average cost of a compact car at a certain dealership over the last 5 years has ranged from $14,000 to $16,000.

a) The scale which is good to use for y axis is from 0-16000.

Because in the 5 years the values ranged from 14000-16000 and we have to start with the 0 value on the y axis. So, values for y-axis will be from 0-16000.

b) The interval which will be good with length $1000.

Because the range is large number 0-16000 and the interval of length 1000 is good to plot the points.
