because I can't draw here, I can only give you the points through which the line has to go.

one point is, of course, (2, -3).

to find another good point we use the slope 3/4.

the slope is the ratio of y change/x change when going from one point to another.

so, we find another point with integer coordinates by e.g subtracting the slope units from the point (addition would also work) :

the other point on the line would be

(2 - 4, -3 - 3) = (-2, -6)

and then you draw a line that goes through both points.
