The function is lower or equal, since the function is part of the solution (equal part) the line is a solid line.

5x-3y ≤ -15

Solve for y:

-3y ≤ -15-5x

y ≥ (-15-5x) /3

SO, the function is a solid line, shaded above (greater or equal)
