The parent function f(x) was transformed into


g(x)=f(x-3)+2

If you add a constant to a function f(x)+d → it will translate to a vertical movement up d units

If you subtract a constant from a function f(x-c) → it will translate into a horizontal movement to the right d units

So the vertex parent function was moved 2 units up and 3 units right. Assuming the parent function was f(x)=x², then the graph that represents g(x) os the first one with vertex (3,2)
