Congruent means exactly equal in size and form so any of the answers with the word congruent is not right

Dilation means that the figure will be bigger in this case by two so we will have a similar figure

so we can multiply by 2 the points

A'=2*(4, -6)=(8,-12)

B'=2*(2,-8)=(4,-16)

C'=2*(-10, 4) =(-20,8)

so the correct answer will be the last one
