Solution

For this case since we need a perpendicular line to y= 2/7x -6 we need to satisfy this:

m1*m2= -1

Where m1 = 2/7, solving for m2 we got:

m2= -1/m1


m_2=-(1)/((2)/(7))=-(7)/(2)

Then we can use the point given x= 4 and y=0 to solve for the intercept on this way:

0= -7/2*(4) +b

b= 14
