If 1 minute costs $0.07, then m minutes cost 0.07m dollars. Adding the $17 fee, the cost of the service is: 17 + 0.07m dollars. The least he has been charged in a month is $114.58, that is,

17 + 0.07m ≥ 114.58

0.07m ≥ 114.58 - 17

m ≥ 97.58/0.07

m ≥ 1394

He has used his phone for at least 1394 minutes per month.
