The given inequality is expressed as

\begin{gathered} -\text{ 3e - 10 }\leq-4 \\ \end{gathered}

We would add 10 to both sides of the inequality. It becomes

\begin{gathered} -\text{ 3e - 10 + 10 }\leq-\text{ 4 + 10} \\ -\text{ 3e }\leq6 \end{gathered}

We would divide both sides by - 3. This would cause the inequality symbol to reverse. It becomes

\begin{gathered} (-3e)/(-3)\text{ }\ge(6)/(-3) \\ e\text{ }\ge-2 \end{gathered}

The graph would be

The shaded circle at the position of - 2 indicates that- 2 is inclusive
