What is more important: to formulate a believable, testable hypothesis or to develop a good strategy to test the hypothesis accurately

It's a matter of opinion. In my opinion you can hypothesize all you want, when you get to do it in practice it's almost 100% garantee of failure or incomplete hypothesis. So testing is way more important IMO.
