Here the chords are intersecting outside hence

$\begin{gathered} 2*(2+10)=3*(3+y) \\ 2*12=3(3+y) \\ 2*4=(3+y) \\ 8=3+y \\ y=8-3 \\ y=5 \end{gathered}$

Hence the answer is y=5
