LEt's express y in term of x:


\begin{gathered} -3(x+2)=5y \\ y=(-3(x+2))/(5) \end{gathered}

Therefore:


y=-(3)/(5)x-(6)/(5)

Now, if x=-1, then we have:


\begin{gathered} y=-(3)/(5)(-1)-(6)/(5) \\ =(3)/(5)-(6)/(5) \\ =-(1)/(5) \end{gathered}

Therefore, if x=-1 then y=-1/5
